What is importance of changing timing belt
it should be still good. the timing belt like the name say's make sure that the piston and the valves are working in the good order. if the belt brakes you pistons will hit the valves and bend them causing a major repair to do on the engine. its good to change the belt every 60000 miles or so. since yours is about 40000 miles you still have a lots of time on it. hope it helps
Remove radiator drain plug
Ratchet, 3 or 6 inch extension, universal joint, and 3/4 inch or 19mm socket. The plug is on passenger side of radiator on the engine side. The socket fits over the drain plug, turn counterclockwise to open or remove. On a Cirrus, it is difficult to reach, so I had to use a universal joint to reach it. I think the manual calls for a 19mm socket-mine was rounded off-a 3/4 in. socket worked.
Remove radiator plug
If the radiator does not have a drain plug, you would need to remove the lower hose to drain the radiator.
Engine dies when stopping
this could very well be the idle air control valve.cheap and easy to replace try this ,with a scanner it can be tested, but i am pretty sure this is your problem.
How do i tighten the timing belt tension on a 1999 dodge stratus
The belt tensioner is not adjustable. To loosen a tensioner you would swivel the belt tensioner away from the belt with a long flex wrench or ratchet and to tighten the belt you would let the spring in the tensioner move the swivel back into the tight position. An internal spring tightens the tensioner pulley against the belt. You will need to get a smaller belt or replace the tensioner if the belt is "too loose" after you swivel it back into the tight position against the belt and release pressure.
