The Check Engine light is on, and Auto Zone
Some testing needs to be done to find the problem. May be spark related (ignition)-check if cylinder 3 has spark. You should see a blue, snapping spark when checking at the end of the spark plug wire-you can buy a cheap calibrated spark tester to check for spark. If spark is good, need to check that injector for #3 is pulsing, so the cylinder is getting gas. If you find it has spark and getting gas, have a compression test done to see if any mechanical problem with cylinder 3, something like a valve not seating can cause misfires.

Water pump
All three of these engines a timing belt driven which means the water pump is also timing belt driven. The water pump is located behind the timing belt covers on the front of all three engines. The timing belt has to be removed in order to service the water pump.

The horn in my 1999 dodge stratus keeps honking
the reason it is doing that is either the pad on the steering wheel is shorting as if you are pressing on it, or the clockspring under the steering wheel is shorting to ground. there is a horn relay in your fusebox inside the cabin; you could disable it there by pulling out the relay. don't pull the fuse because it carries other circuits as well. I couldn't find the exact relay position, but just feel them with your finger while someone honks the horn; the one that's clicking with the horn activation is the one to pull out. I can get you the layout of the fusebox but you really don't need it for that.
Heater blows hot ,a little ,,,,,,then cold,,,,,,,what is the problem
Have you checked the level in your coolant return bottle under hood? Low levels in coolant can cause erratic temperatures from heater, as well as a couple of other things such as a faulty thermostat. I would double check coolant level first though.
Wiper arm dislocated at the base
The wiper blades sometimes are frozen to the windshield. If so turning the wipers on can cause it to come apart. You have a ball and socket connection. Normally a pear of Channel lock pliers are what you need, depending on your access. Just pop it together. And remember to loosen your wipers off from the windshield prior to getting into your car.
99 Dodge Stratus that will die while driving then start back up after 30 min or so
Some of that info did not make any sense.The fuel pressure and the cat converter are not connected in any way.Neither are the blower motor and the tach.If it does not start right back up, you will need to figure out if you are missing spark to the plugs or fuel to the injectors and go from there.If the check engine light is staying on be sure and get the computer scanned.
