In my 1999 dodge caravan the ignition only turns the engine over after repeated attempts.
Sounds to me like the ignition switch itself. If there is no click or absolutely nothing and after several key turns it will work then the ignition switch itself is going bad. I'm not positive if this vehicle has a security key. If it does try another key if have more than 1 for the vehicle or get a replacement key. The ignition switch will either need replaced or could be the switch no longer able to read the security key if it has one.
On the steer wheel, the
When I owned my 1999 Grand Caravan the "clock spring" went out and I lost my cruise control ( don't remember if the horn quit too). There was a recall on it and the dealer changed if for free and it cleared up the problem. The clock sping is in the steering coulmn under the steering wheel and it's what keeps connections for steering wheel controls.
Eatx draining the battery
That's for the electronic shifting for transmission. Is transmission working ok? How did you determine/diagnose draw on that circuit?
AC/Heating unit has died in the winter.
This clicking sound may be more evident now that you are aware of a problem ? You may have a bad plenum actuator switch . It is mounted on the side of duct work and they will make a loud click sound

if your thinking of using the stuff seen on tv don't it dos more harm then good as in compressor failure best to take it to a profational

Item in question is neutral safety switch and it's linkage.
Heater Core
possibally would need more info on the exact vehicle your talking about . if your checking for a coolant leak why not pressure test the whole coolant system. that will check all componants for leaks very simple to do if you have the tools, if not go to a radiator shop or local mechanic shop and ask them to peform the very simple , quick test that will let you know if there are any leaks in the complete system . the pressure tester has a gauge on it so even if you cant see the leak immediately, you will know for sure that there is a problem and to continue the process of elimination .another way if you suspect a leak from the heater core bypass it quickly by joining the two hoses together that go to the heater core , re pressure test . hope this helps in some way . merry xmas Al
