sounds like the starter here is why....
fuse blows in the under hood fuse block because the draw is to high to the starter. I got lucky and changed to a higher amp fuse to start the car to get in to my garage..... DO THIS ONLY ONCE AS HIGH CURENT IS NOT THE FIX,

Do not replace the ECM Robert,
The problem is in the dash on stratus,cirrus,breeze and neon,
there are three resistors on the back of the dash that was poorly designed and installed to close together,they creat too much heat and the solder points come loose,you can repair this yourself in about one hour, if you send me your email address i'll send you a picture of what your looking foron the dash,Make sure you keep the three resistors held in while you resolder them.

They make a removal tool, or pry real hard in a jerking motion to jump over the retaining clip.

did you check the light switch on the brake pedal?

If you have injection pulse but no spark, your distributer could be bad. Or if your car has coils they could be bad. One or the other. I am assuming you have fuel pressure.
