There are a number of things that could be going on. Do you get cold air out of the passenger side vents? Have you tried sending the air to the defrost vents, or the floor? Do you get cold air out of those when you do?

Not sure you mean the lighter or the fuse for the lighter. The lighter should be close to the ashtray. The fuse should be behind the ashtray under the dash. It may be a fuse or a fusible link. Hope this helps.

Have you had the timing checked. You do not show how many miles are on this vehicle, but the timing belts could have slipped

transmission shift solenoid so make sure your fluid level is full and clean
