Back-Up Light remains always ON you should check the Park/Neutral Position Switch (A/T) .The park/neutral position switch detects the shift lever position and sends signals to the ECM.
The ECM receives signals (NSW, R, 2 and L) from the park/neutral position switch.
What are the symptoms of a faulty pcv valve.

in the center of the engine with the noise cover removed there is a
black plastic cover on top with fuel lines running down both sides front
of engine and back of engine on the passengers side of the black
plastic piece is a sensor (map sensor) remove that under that it locks
to a nother piece with two prongs on both sides wich hold the map sensor
down turn this one quarter turn and pull of should have a spring on the
bottom of it under that in the hole is the pcv valve remove check the o
ring if ok put on new pcv valve and put back together
Turns over will not start
Depending upon your level of expertise I would say pull a spark plug and look for a spark.
Any gas combustion engine requires a fuel mixture and spark to "fire" If you know your spark plugs are firing, then the problem is most likely going to be fuel flow.
If it doesn't fire AT ALL. and you are sure you have a good spark, then its probably going to be a computer controlled fuel flow issue.
Are you getting any "service engine soon" lights? Got a really good charge on the battery? Is the engine cold like below freezing? And I gotta ask.... are your sure there is enough gas in the tank? If its low and sitting on a hill its possible its not getting any gas.
Where is the power steering fluid located on a 1999 buick regal?
Hi and welcome to FixYa. I am Kelly. If you have your owner's manual there is a picture on page ;6-29 of your power steering fluid reservoir. If you do not have your owners manual download this manual:
http://www.extendedgmwarranty.com/owners-manual/buick/1999-Buick-Regal.pdf and go to page 269 to see the picture. It will be in front of the engine driven by a belt on the left front side closer to the fender well and radiator. (Left front corner of the engine) NOTE the full mark on the dip stick.
On another note... with the car NOT RUNNING.... place a finger on the power steering drive belt mid-span between the drive pulleys and check for deflection. If it mores more than 1 inch as you gently depress the belt.;.. then the belt is loose and it will need re-tensioned. Most of the time this is the cause of the noise your hearing.

How to change a water pump on 99 buick regal 3.8 L
You need to release the tension on the serpentine belt first. Special tools are available to do this. Take out the bolts that hold the pulley on the pump.Once this is done then you can start removing the bolts that hold the water pump on. They are small diameter bolts so not much pressure is needed to turn them. Watch the length of each bolt removed and note which hole it came from. If the pump doesn't fall off after the last bolt is removed, tap it with a rubber mallet. Now scrape the old gasket from the engine. Be careful not to gouge the metal and do not leave any material behind on the engine. When installing the new gasket put a couple of bolts on the new pump to use as a guide when putting the new pump back on the engine. Tighten all the bolts, put the pulley back on the pump and put the serpentine belt back.
