I have a 1990 Buick Regal v-8 Does the radiator

A certain amount will run into resavor or draw out after it is shut off no matter what the tempature is, the only exception is if it is low on coolant in the radiator it will draw out of the resavor to maintain the right amount to the cooling system. but when engine is running it should not do either one because the coolant is flowing.

1992 Buick Regal Custom keeps dying in gear unless I double pedal

unfortunatly it sounds like you are having issues with the torque converter. it sounds like it is locking up all the time now. this requires the transmission to be taken out to change it i do not know what your experience is so not sure if you have the tools or knowledge to do it yourself.

The headlights are stuck on high beam.

pull on the signal lever toward you (ceter position). the signal lever controls the head lights either high beam or low beam. if you pull on the signal lever toward you again, you will have high beam temporarily. and if you push the signal lever towards the front, you will have the high beam locked.

Brake light

I would consider a wiring or socket issue. Check the points where the bulb makes contact and clean them and make sure they are making contact. If you have a volt meter this will be very easy to solve
