Engine will not go off

Have vacuum leaks checked from airbox to intake manifold and pcv hose. Even very small ones will throw the computer system off. I had a super small gasket leak in many locations even after the major ones were fixed my problems returned until all leaks were stopped and only then did my computer run flawless for 50+k until new repairs needed addressing even some more vacuum leaks after performing a seafoam vacuum system cleaning.

Left turn signal stuck on all the time

If the right side blinks normally, it's not the flasher. If you mean the left signal is on when the turn switch is in neutral position, it is probably a bad turn signal switch.

My head lights arent working nor low nor high work. fuses are fine and the switch works...

When you say the switch works, what do you mean ?There is a fuseable link wire and a 10amp fuse that powers the headlight relay. Power then goes thru the dimmer switch to the headlights.Do you have power in and out of the dimmer switch ?

My 99 eclipse will randomly slam forward like i locked up the brakes but its not the brakes what else could it be?

Brakes just don't do this. This is what people will say - ABS system playing up: to me this just does not seem likely the ABS system is designed to stop lock-ups. Then others will say it is your master cylinder - My experience is more that when these fail they make it hard for you to break. Air in the line usually is a soft pedal and once again no brakes. Stick with me here - For the brakes to work they need fluid pressure - how can fluid pressure build up to the point where it pushes the brakes on? I am thinking some very basic physics here - kinked lines these are not allowing the pressure to be fully released from the line system. I would check for kinked lines and I am also thinking that when you turn this may exasperate the line kinking.

some possibilities are the syncro energise spring has come out and not spinning up the gear to allow engagement Prove by engageing and dis engaging with engine stopped and foot on clutch or the hub has been put in back to front or the selector fork has been fitted inncorrectly

Dash lights won't turn on with the headlighs

If you know for a fact the fuse that powers the dash lights is good, you may have cooked the dimmer switch. I would want to check the fuse for power and then the dimmer switch for the dash lights.
