Usually that fuse powers the alternator and the fuse box. It would have to be a big short to ground to blow that fuse.Its possible the main wire to the alternator is touching a metal spot, or the alternator is shorting out inside when it is running.What is draining the battery may be something else, or the battery could be discharging after the fuse blows if the alternator is not charging it.

need more information such as is the gas old, what's recently been worked on and the last time the car ran?

The distributor . won,t turn if the cam belt is broken.

Try checking your fuses

Either your heater core is plugged or the blend door under the dash is not moving from cold to hot. Do you hear any noise from under the dash when you move the dial from coldest to hottest? If not then likely the blend door is stuck in the cold position.

clean the throttle body intake, should help, idle setting has changed due to dirt build up
