Not an easy job. It is the sensor between the rear bank exhaust manifold and the catalytic converter.
In modern vehicles there is a system in place to capture and burn the vapors when filling the fuel tank. This consists of a carbon canister, hoses and valves. The vapors when filling the tank are routed through the carbon canister and stored there until the car is driven.
Under certain conditions these valves need to close to test the system integrity. In your case there is a valve that has stuck closed and not allowing vapors to vent through.
This is called a canister vent valve and is located under the car on the carbon canister. It should be available at your local Buick dealer.

The Enhanced Traction System warning light may come on for the following reasons:
If you turn the system off by shifting to SECOND (2) or FIRST (1), the warning light will come on and stay on. To turn the system back on, shift to THIRD (3) or AUTOMATIC OVERDRIVE (). See “Enhanced Traction System” in the Index.
If the Enhanced Traction System warning light comes on and stays on for an extended period of time when the system is turned on, your vehicle needs service. Adjust your driving accordingly.
The warning light will come on when you set your parking brake with the engine running, and it will stay on if your parking brake doesn’t release fully. If the transaxle shift lever is in any position other than FIRST (1) or SECOND (2) and the warning light stays on after your parking brake is fully released, it means there’s a problem with the system.
If the traction control system is affected by an engine-related problem, the system will turn off and the warning light will come on.
you have to remove 8 screws on the back of the panel. The entire back where the lights are is one piece attached to the trunk lid, so you will be working over head. Remove the eights screws and pull the whole piece off. easy to do but takes a few. All back lights are accessable from there. i recently had this problem too, except i had all the lights on (ABS, service vehicle, trac-off, AND service engine) they are all easy to fix without spending more than 20-30$ for labour (depending how much your mechanic charges you) mine did it for free and he found out why the engine light is on afterwards too. so to fix all these lights (abs, trac-off, and service vehicle you MUST get another ABS cable (i went to a garage, they were towing a GM vehicle to the junk yard so i grabbed some scissors and cut BOTH abs cables on each side (good thing i did because one was bad) and braught them to my mechanic. the reason the lights come on is probably a defect or in my case my mechanic said it was salt buildup in the wires (on the drivers side) so he cut the wire off and rewired the new one and BOOM all the lights came off (service vehicle, abs, and trac-off) now for my service engine it says catalytic converter but im trying to put some fuel system cleaner to help it out i read somewhere that this is a defect of the car, so if you dont have that light yet, SELL your car ASAP for as much as you can get for it (after fixing the lights of course) and always google (car name+recalls) in the search bar to see what youre getting into, take care
You may find that the drain at the bottom of the wind screen is blocked allowing water to get inside the car. It is worth trying to blow all the debris away as you may get lucky and blow the blockage away. You will need a compressor with a duster gun that can direct air into all the inaccessible areas.
Contacts inside where the bulb attains its energy from need to be inspected. Burnt contacts are very common on these vehicles ie: the power that is present does not have a complete circuit path to make it through the load (bulb)
