sounds like your idle control valve is stuck open or closed; however the fumes may also indicate a busted diaphragm in the fuel pressure regulator. Try removing the vacuum line from the fuel pressure regulator, plugging the hose with a golf tee or large screw, and starting the engine. If fuel comes out of the regulator vacuum port, replace the regulator. Let me know if you need help finding the regulator.
