Will not start unles you jump start
Check the starter/solenoid. If you have a weak starter or solenoid, it could need the extra voltage put into your electrical system when doing a jump start.
Can you unhook a censor to make cooling fans work all the time
As before, the short answer to your main question is no. A quick way to check the wiring would be to pull the relays and jump the battery power terminal to the trigger terminal, but you would have to have a wiring diagram to know which is which. If the fan came on, you would know that at least that part of the wiring harness was OK.
Cooling fans won't kick on. Checked fuses.
I would recommend you not drive it if it is overheating. You can cause some very serious damage in a very short time. The cooling fans are controlled by relays. If the fuses are fine, I would check those next. The relays are controlled by the body control module. If you have a way to check it for codes (OBD II, I'm guessing) then you might try that next. If the relays are OK, you may have a wiring problem or the motors could be going bad. Have you checked your wiring harness and connectors for any signs of damage or melting? A bad ground connection could cause them to stop working.
Disconnecting a sensor - any sensor - is not the best approach to this kind of problem. It wouldn't make the fans run continually, anyway.

This all depends on what year the vehicle is? And wether there is an airbag fitted on the steering wheel front. If there is an airbag fitted on the steering wheel front, then the job is best left to a qualified mechanic, as the airbag sensor will have to be disconnected ( Disabled) and this can be very tricky. If there is no airbag on the front steering wheel cover then you will need a good socket set, remove the front cover of the steering wheel and undo the bolt holding on the wheel to the column, then you will see the rest of the bolts for the column at the rear, remove these also, take pics of the set up of wiring looms and bolts before! And keep all parts in a box for safe keeping.

Sounds like a problem with the security. It immobilizes the fuel injector circuit when the security is on.
Try this: turn key to on, and wait several minutes (up to 30 minutes) to see if light stops blinking. If it does stop, turn key back off, then try to start it. If the security light goes off, it may have reset. If it does not stop blinking or staying on steady, the dealer will charge outrageous prices to fix it-possibly over $800. Google "passlock bypass" or "passkey bypass" or "VATS bypass" to see your options. A site called newrockies sells a module (about $200) that forever bypasses the whole security system.
