First I'll ask, do all the dash lights come on when the ignition is turned on? If not, fix the ignition switch first, if they do come on then I'm afraid the stepper motors on your instrument cluster have gone haywire, there are several repair kits for these stepper motor malfunctions available pretty cheap

Jeff, this is a very common problem with our platform. Replace your fan clutch, while you're there, replace your waterpump also, it's cheap and it WILL go out. If you can swing it, buy a Hayden brand fan clutch, or buy one for an 08 or 09', those are better. If you do it yourself, do yourself a favor. Cut a notch in the upper fan shroud where the upper radiator hose is. Will save you tons of time, potential breakage, and frustration.

Replace #43 Relay under the hood. Could be malfunctioning. There's a recall for this relay also.

What amount of fuel pressure does it have ?

There is no dedicated fuse for speedometer only. There is voltage and ground for the instrument cluster. The vehicle speed sensor sends a signal to pcm concerning speed then the pcm sends signal to instrument cluster for speedometer.

Check ground G201 splice pack near right front of lower console

Have the various systems scanned and see if they show a fault code, I suspect they will. As far as the gauges go that sounds like the rebuilder screwed up.

Removal Procedure

1. Remove the I/P carrier. Refer to Instrument Panel (I/P) Carrier Replacement in Instrument Panel, Gages and Console.
2. Remove the screws from the mode actuator.
3. Remove the mode actuator.

4. Remove screws in order to separate the defroster/mode outlet cover (2) from the HVAC module assembly (1).
