It shouldn't be that hard. There should be screws in the panel. I never removed a radio from a 96 Riv. But remove the panel that centers around the original radio. There are probably other screws that hold the radio in the dash. If you are installing an after-market radio such as Pioneer, Kenwood etc... check with a Buick dealer just to make sure that the original radio is not tide in to the computer in the car. I know later model Cadillacs such as the later 90's or 2000's and up Cadillacs are like that, and if you remove and install an after-market radio the on-board computer won't work. Could be wheel alignment, bad tires, or rim out of balance. Take it to a tire shop they can balance the rims at a very low cost if thays all it needs

I had to go to a salvage yard and purchase an air bag (which include the horn contacts) to repair my horn. The wiper washer could be a list of things. Does your fluid run out on the ground? - broken washer hose? Listen by your lower right front fender behind the wheel and have someone push your washer lever and see if you can hear the pump running. If not, could be a pump motor (check with a test light after pulling the inner fender) or the multi-function lever in the steering column.

if you dont hear it buzzyng in there, check with multimeter if youre getting power to it, if yes, check the button. if you can open it up use the working button. if it dont work, then its your window motor.

Did you pull the steering wheel off the shaft? If not, you won't be able to tell anything. Sounds like the cable going through has been worn through/broken. Likely wore through until it touched something, which set it "off" but still intact, then your tugging pulled it enough to completely break what little was still intact. Should be a very simple wire splice once the steering wheel is off (that's the hard part).
