i dont know how accurate your gauge is, but a lot of gm cars that i have scanned to check fan operation didnt kick the fan on till about 220 degrees. it seems yours is probly working fine. the thermostat isnt fully open till about 200 degrees if its a 195

The bearings on the idler or tensioner pulley have given up. No cheap fix here. You should fix it now or be prepared to fix a few more things later.

These pulleys have sealed bearings but they don't last forever. Buy a new one and replace it before you break your serpentine belt.

under the front side wheel well, driver side.you have to take off the plastic wheel rim, it is near the light.

if the battery is accessible just connect your charger to the app. terminals. if its not reachable most cars have a positive terminal in the engine compartment with a red protective cap. just flip the cap off and hook the positive terminal to it. the ground can be attached to the engine anywhere there is bare metal. then turn on your charger

the ecm turns on the fans. it turns them on when u turn on the a/c so check the a/c circuit before changing the ecm

Hmm is the security light on??? If it is.. I think I found the issue... I had a buick regal that would turn over but not start... it had to deal with the security in the car.. The top of the caliper, should slide off.the pin, if not, take and remove the caliper bracket bolts. Do not let caliper hang by hose. Hook it up some where to hold it.

No you can leave it connected but you will need to make sure door is closed or you use the jumper terminals under the hood. For ground just hook up to any metal on body or engine. But I would charge at the battery
