The problem you're having is that one of the teeth on a gear is chipped in the cruise control actuator. When the chip hits the other gear just right, both gears then spin freely, letting the car coast, until they finally lock up again and bring the car back up to speed. Over time the repeated impact of the gears meshing together at speed will chip the gear tooth off completely because, yes... they're made out of plastic. A new actuator is going to run you under $400. Ridiculous, in my opinion. You can try and get a used actuator, but who knows how long it will last? I've taken that road and had to do a bit of work to get things right, but I learned a lot of **** about the e39's cruise control in the process. There's a DIY thread on fixing a bad actuator by a guy called MontanaRob. If it's not on this forum, it's on the other "bimmer forum". Ha, i just replaced one of these today. Yes they are serviceable but a pita. There is also a fix for the rear glass not closing. The rear tilt mechanisms need to be replaced bmw part number 54 13 7 240 682.
