There is a 2amp cruise switch fuse, instrument panel fuse box. Your owners manual should show fuse box info.
There are many trouble codes for the cruise control system, check for applicable codes. To check codes, yourself, at the least you need an obd2 code reader that will read manufacturer specific codes as well as po codes. Some of the national brand autostores will check codes for free.

NEW BATTERY CAN IT EFFECT E TESTING
When you removed the old battery you cut the power to your cars brain box EMC or the like. Anyway now your car needs to relearn how to run efficiently. So all you need to do is drive it for a little while. I'm not sure how far before it will relearn but less than 100 miles I'd think. then retest it.

2008 Pontiac Grand Prix blowing the MAF/EVAP
Replace the EVAP purge solenoid. It is powered off the same fuse and it works as you are driving and not at idle . The MAF sensor is working all the time the engine is running.
Heater works but the colder it is the longer it takes to warm up
This phenomenon is, to some extent, a pretty normal thing. But since you posted your question here I assume it's too annoying to assume it's normal :)
Your thermostat may be stuck open, letting the coolant flow through the radiator too early, whitout letting the engine to warm-up properly.
Start the engine (cold). Hold the upper radiator hose (be extremely careful not to touch the rotating engine accessories nor the radiator fan! and watch your sleeves also) and let the engine warm up. If the hose becomes gradually warmer (slowly) from the beginning of this test, your thermostat needs to be replaced. If it happens more "suddenly", then let me know and we'll think of a different solution :) If you have a pyrometer / IR thermometer, it can be helpful.
I have an 08 pontiac Grand Prix I have no heat
Although you can hear the catuator it doesnt mean the flap itself is moving over. Double check it and if necessary switch it over manually to check it. One other thing you may want to check, is whether or not your vehicle has a diverter valve in the hood. A lot of newer vehicles never allow hot coolant to circulate through the heater core until u specifically request it, this keeps the car cooler inside and the ac doesn't work as hard to circulate. So if it goes faulty on some vehicles you wont get hot air because there is no hot coolant in the pipes..lol
