VDC OFF light will always be off unless you turn it off (this is for traction control). The slip light should not be on however, unless you are driving in rain/snow and the VDC is activated.

One of the first things i might suggest is having a tune up done. Condensation iside the distributor cap can cause this, as can wires. Secondly there was a TSB issued for 1996 G20's regarding hard starts. I believe the issue involved a malfunction of the knock sensor. I would have a diagnostic check run with a handheld computer to see if any DTC codes show up. You could take it to auto zone and they should be able to run through that for you at no charge. Sometimes you may have a trouble code stored in the ECM and not cause a MIL light to appear. That would be a good place to start. 

Get a multi-meter and check voltage at compressor to see if it's getting power,if it is, then compressor is bad.

I very doubt you going to get a complete download of repair manuel to repair your car due to copy right issue. certain repair work you can get, not a complete repair manuel. You will be doing lots of printing, lots of inks and papers. the best thing to do is go down to local auto parts store and get haynes for 20.00 buck or get it on ebay.

Will the engine crankshaft turn if the serpentine belt is removed ? One of the accessories may have locked up.You could also have a damaged water pump which burned the timing belt.

Try going to your nearest parts store and buy some STP Fuel injection cleaning solution and add it to your gas tank on your next fill up and it should increase your gas mileage sufficiantly.. or if you can find a store or shop that sells BG products the BG 44K works the best.
