Try stepping on the brake when shifting from park to a running gear. There is a built in safety feature that only allows you to shift out of park when the brake is depressed.

You can operate the transfer switch either when the vehicle is stopped or while the vehicle is moving. I always operate the switch while stopped. Put the shift lever in neutral and step on the brake with the front wheels pointed straight forward. Now switch from 4H lock to 4H. If no immediate response, turn the steering wheel slightly back and forth and it should shift to 4H for you.

My first guess would be that the fuel level sending unit inside the fuel tank is defective and you are getting a false reading on the garage.
