you proberly need to access the motor , normaly under the front screen beneth hood, but could be visable from under dash, sounds like the link from the wiper mech has detached from the wiper motor drive, simple to fix once you gain access, normally its just a nut/pin that has come off unless arm broke which would cause a lot of noise

I'm pretty certain you will see 4 holes (2 each side) of the frame around the radio. If you take small rods (6d nails or so) and press in 2 holes on one side and gently pull the frame it will pop out, then place the rods in the opposite side holes and pop it out. The unit should slide right out.
Don't know the 'City' model... but if it's anything like the REGULAR Tucson, remove the shifter knob (remove access place to two phillips screws - remove screws). Remove shifter knob. Pop out shifter cover plate (snaps in and out). Remove approx 6 phillips head screws holding the metal plate above the shifter pedistal. Pop out the cosmetic cover around the radio, AC control panel and vents (wire harness connectors to digital clock, fog lamps and emergency flashers (and pass airbag light). You now have access to the phillips screws securing the audio/radio unit.
If nothing mechanically worn causing that, or alignment problem and tires were rotated regularly, proper load range as well as proper inflation was assured, then yes, I'd complain to a dealer who sells them, or call their customer service number. They may have you go to a dealer who sells them for evaluation, and possible pro-rated replacement price.

chances are you are a victim of coincidence. your ecm moniters hundreds of sensors any of which can set a check engine light. if you want to go to a autozone or other they can scan your ecm for free and let you know what the code is.
cabin filter is located behind glove box. open glove box and remove the 2 side rubber catchers and let fall down. you will see 4 tabs, 2 on each side of rectangular box. press them and pull out the tray and your cabin filter is in the tray
