Why does the fan keep running on 2005 jetta after turning off
You are talking about the thermo electric cooling fan, its operation
is independent of the car's electical system. It is switched on and off
by the engine temperature. When you park, the engine heat soaks upward
to heat the thermostat turning the fan on. It will run until the engine
cools down and the thermostat switches it off. Quite normal operation.

Most likely it's like other vehicles and has a carpet lined cardboard cover you must pull down to access the light housing. It doesn't look like there's any type of access into the corners, but you just need to pull the cardboard down to get in. Don't be rough with it, you're going to want to put the carpet covered cardboard back so it still looks good.

Radiator fan spins after shut off
the fan running on could be a problem fan relay or coolant system sensor
manufacturers recommend a timing belt change at 100,000 klms so you will be safe there for a bit
At the 100,000klms mark replace the belt, crank and cam shafts oil seals , idler pulleys and hydraulic adjuster as the seals will be starting to leak as will the adjuster and oil is not friendly to timing belts
it is a vw so maintaining the car properly may get you another 100,000 klms but the reliability of the car decreases each year
best course of action is regular servicing with periodic fault code reading
oil and filter changes every 10,000klms
