VW have a list with all fuses on the backside of the fusebox cover

Known issue with this era. Google it. Involves removing the cluster and desiring and resoldering the connections at the trace Trace connections for the speedometer and tachometer.
2001 Volkswagen Polo BCM
The most likely location on VW's is inside the car. Look in the footwell on the driver's side. Up under the dashboard behind the pedals on the bulkhead between you and the engine.
It might also be worth checking the ECU block. It is located under the plastic trim panel that the windscreen wipers stick up through.
Take off the wiper arms and carefully unclip the plastic panel. It will be slotted in near the middle. Sometimes damp can get in here and cause electrical issues.
Handbrake light stays on

If you have checked your brake fluid level is fine try pulling off the plug that goes to the lid of your brake fluid reservoir and plug it back in just to check for a bad earth as usually a faulty handbrake switch will make the handbrake light flash and beep as a safety warning to let you know you have left your handbrake on

Brake sticking
indicates that the calliper slide pins ( the pins that are bolted to the frame that bolts to the axle mount) are rusted up
the purpose of these pins is to allow centralization of the calliper on the rotor on brake application and allow centralization again when the brakes are released with out this action the pad on the outside of the rotor stay in hard contact and makes the brakes drag
next check is the brake master cylinder has a blocked compensation port and that is keeping the brakes applied as the fluid cannot return to the reservoir after the brake application
take it to a brake specialist shop for a proper diagnosis and quote

Hi, Before buying the gasket I recommend you try to tighten all the oil sump bolts. The oil sump gasket would not cost a lot, but can you get at the oil sump & remove it easy before you try if so it is easy to replace ensure clean both surfaces clean & oil free before replacing the sump gasket. It is possibly a few things but guessing isn't a good idea. A good scanner should be used to read any codes and to check live data and any sensors indicated should be independently tested in order to verify the reason for replacement.

This is almost always caused by the window lift motor brushes being worn out. Next time it stops working wack the door with a closed hand, if it starts working then the motor is defective. cost is about $400.00 to replace
