The studs holding the oil strainer and cover may have screwed into the engine block further than required. Back them out of the engine block to increase their lengths.

To get the registration, you will need to get ahold of your State motor vehicle department. If the vehicle is registered to you, they should have record of it. They should be able to look up the registration by your name and the VIN number. The reason you can not look up the registration on-line is that the Beetle is old enough it does not use the standard 17 character VIN system that has been in place since the late 70's.

Dependens upon what is lockeds. It is is locked due to setting do the following. Remove spark plugs fill cylinders with light weight oil and let set for several days.Turn crank with a long lever. to turn engine over until loose.

First remove the distributor cap and detach the green wire to the coil. There is a 13 mm nut that holds the clamp to the engine case behind the distributor. Remove it and pull the entire distributor out of the case. Do not drop dirt in... Change the "O" ring and reassemble in the reverse order. The "O'' ring is a VW part and not any "O" ring will work.

Got it!!! The doors may be locked but the car doesn't think so! The culprit... the gas door lock is sticking!! WD-40 the lock on the gas door and problem solved. Also got a new battery so it could be a voltage surge from a battery going bad.
