If you are getting 0 Volts on O2 sensor #1, the front sensor is probably bad or has a wiring problem (usually the sensor at the catalytic converter inlet is "O2 1"). Check the wiring first, especially at the sensor connector. It could even be corrosion in the connector terminal.
Oil can't cause a blockage unless you haven't changed your oil for 80,000 miles. Oil is a light viscous liquid that gets thinner as it heats up.
The light comes on to tell you it is time for an oil change, and it needs resetting afterwards.

Before you buy a new (very expensive) catalytic converter have you had the O2 sensors in the exhaust system checked? These can sometimes trigger the same trouble code and are a lot less expensive to replace. Often it is the 'Downstream' O2 sensor causing the issue. (The one positioned after the catalytic converter).
Usually as long as you get one that is specific to the exhaust on your vehicle it will be the correct one. If it is the stock exhaust buy the one for that exhaust and it should be the correct one.
Fortunately for you, there are a few ways how to get a seat belt buckle unstuck. To begin with, a seat belt can be stuck due to two reasons: a) the problem may lie in the retractor being locked, and b) dirt or grime may have accumulated on the seat belt, causing it to retract slower than usual and not all the way.

You should check the fuel pump serviceability first. The fuel pump might be sending fuel at switch ON but the pressure of fuel might be low. The fuel pump should throw fuel at pressure of approximately 50psi.
You have to make sure it has spark plugs and a fuel pump and must work well. Reset Security System and engine immobilizer. Check for Diagnostic Trouble Codes.

If that finds nothing wrong, remove the EGR valve and bypass tube and check them for cleanliness and blockages. If they are blocked, follow your maintenance manual's instructions for cleaning them out so you do not damage the valve, then replace them and reset the ECM.
What EXACTLY does it do when you turn the key? Nothing at all when you turn the key? Dashboard lights come on but just go dim when you try to start the engine? Or a very lazy attempt to start when you turn the key? For this check your battery. An old battery, (more than 5 years old), can hold a full charge but can be too weak to turn the starter motor. If you just have the battery light on this is probably a good place to start.
This code refers to the front passenger airbag. There is a fault in the that part of the system so you will need to get a airbag specialist to look at it as soon as you can. Remember this is a safety feature on the vehicle so DON'T ignore it.
