I think that is by design.

Open the rear window and push the arm past its usual position against the window. It may restore the the tension. However, You likely need a new wiper arm, you could also try lubricating the pivot point.

Indicates a problem with the ABS system.

Disconnect the negative battery cable for 10 minutes. If it comes back on, there is a code being set.

Be sure all your tires have the correct air pressure including the spare! If these are all correct you probably have a bad sensor in one of the tires. You will have to pay somebody with the right computer diagnostic to figure out which one. The TPMS can be turned off, but again, only by someone with the right equipment.
