How do I turn off the Factor security system on a 2007 Saturn Ion
This is a very common problem on GM vehicles. The security system is notoriously known to fail. Basically when you insert your key, the system checks for a certain signal. If the system cannot get the correct signal from the key, it assumes the key is incorrect or you are attempting to hotwire it. The system then goes into SECURITY lockout mode. (prevents vehicle theft) This will either turn off the starter, or the fuel injectors. This has been happening with GM's for a very long time. There is a company called Newrockies inc. that sells a bypass for this online. Works great.

Where is the headlamp relay on a 2007 saturn ion
Are both low beams an high beams not working ? What engine does your car have ? Low beam relay only on 2.2 L .
On vehicles with manual headlamps, the LH HDLP and RH HDLP fuse in the fuse block - under hood, supply battery positive voltage to both low beam lamps and high beam lamps at all times. The low beam and high beam circuits continue through the fuse block - under hood, through the body control module (BCM), and to the headlamp switch. The low beam or high beam circuit then, depending on the position of the dimmer switch, continues through the headlamp switch. When the headlamp switch is placed in the ON position, it provides a ground path for the low beam or high beam lamps through G203. The low beam and high beam circuits are monitored by the BCM.
Is there B+ voltage at the headlamp fuse's ? Power runs from fuse through the head lamps to the dimmer switch through the head lamp switch to ground when turned on . If there is B+ voltage at the fuse ,check for voltage at the headlamp switch .

My radio cuts out
sounds like power wire or ground wire connection problem, could be loosening up at connector or suffering corrosion. Check at fuse box, these are usually very tightly held but pull it out and be sure it's not corroded or partially blown. It may take some wire tracing under the dash or you may need to pull out the unit to check the wires and connections.
If it is a third party unit, it could have an inline fuse on the power wire. I've had problems with the springs weakening over time - if so, it's an easy fix, just remove the fuse, push the spring connected wire thru plastic housing until you can grab the end. Hold wire tightly and gently pull on spring to extend it just slightly, then reassemble with the fuse.

Power windows not working and power lock not working
It is possible that all power for all switches goes thru the driver's door master switch, and the power to this comes thru a bundle of wires coming thru the driver's door hinge area. As this door opens and shuts, those wires flex and eventually may break. Test for power getting to the switch.

Why does Engine rattle mostly while engine is idling
believe it or not it's actually common to have one or both engine holding brackets to brake on Saturn's as I have had the pleasure of replacing about 4 sets now , a quick ck to confirm this is to have a "trusted" friend sit in drivers seat and with foot on the brake use other foot to slightly depress the gas pedal with transmission in drive, while you observe thru open hood the top of engine (stand to side of car only), if engine tilts over or lifts up yes there broken
