Take a close look at the latch of the trunk (you call it a boot), make sure the latch "paddle is not down already, if it is move it up, if it just flops around then the latch is defective.

it would be marked as acc or accessory or radio on the inside of the fuse cover if in doubt go for a fuse that is of a smaller value meaning that if there is a elec problem it will blow easy and not create a heat issue

I see no question here.

To eliminate the guessing part U need wiring diagram for the pump to see how its being powered if positive direct or negative and go on checking for shorts between the pump all the way to d ignition switch to d module/relay. Good Luck
