Is the child lock activated? Don't know your model specifics, but on older models if you open the door from the outside there should be some kind of activation device that makes the interior handle inoperative near to the locking mechanism. It could be a simple 2-way switch (up/on down/off or vice versa). A turn button that is either standing proud that you turn with your fingers or recessed that requires a screwdriver/key/coin to turn.
