It sounds like the linkage inside the door is broken or frozen, the door panel will have to be removed to see what is causing it. You can do this yourself, or it should only be about 1 hr labor at dealer

A lock smith might be able to open it with a slim jim. But then you have to repair it. Taking all the inner workings out of the door and the door panel removal is not easy.

The answer to your issue most likely lies in the brand of tire. Kumho has very poor tread wear and often handles poorly in slick and snowy conditions. While their dry surface handling is generally good, and they seem quiet, that is about the extent of the plusses for Kumho. Sorry.

It can only be a few things Gail. Fuse is the first thing to check. Then check the switch for power and continuity. You have changed the resistor, so we assume the new resistor is good. The only thing left is the blower motor itself. Remove it and add 12 volts to it.

Set the blower control on high with max a/c then try to tap on the blower motor and if it run or starts and stops replace the motor.

limited info generic answer ---wont complete the test ??? need more clarification --is the obdll not communicating --or is it failing do to not ready conditions --as to the way you wording your question would suspect some kind of ecu failure or harness

There is a short in the wires causing the fuse to blow. Check the wires at bend points and how they run to the fuse box. Something is probably pinching or rubbing the wire cause a short.
