is the gas cap screwed on correctly ?

check there is enough tension on the alternator belt

sounds like water in the wiring is passing a live wire signal through your parking lights supply side. dry wiring if you can

check condition and tightness of alternator drive belt

check auxiliary belts not slipping ?

There is a fuse that the dealer has to install for the ECM. Make sure your ECM fuse is installed and not blown either.

Sounds like your timing chains are possibly stretched out and your cam sensors are not in time with your crank sensor.

not sure what exactly your after but if you push on the horn pad and you hear a click noise then the system is good from the pad to and through the horn relay. check for power at the horn wire itself. if this is good then replace the horn itself.

The horn system operates on battery current received through the Totally Integrated Power Module (TIPM).
