NO car told at all, maker yes,model no, and year no.
In USA the first OBD2 car is 1996. so there is that fact.

1: pin 16 on the OBD2 DLC jack must be 12vdc, if not the fuse is blown in the car. bingo , CAUSE.
rule #2, old scan tools from 1996 to even 2007 can not do new cars CAN_bus communications at all and in fact the 2 pins on the tool are (if)missing, pin.
6 and 14 pair. is can_bus.network is missing.

the best tool is in fact marked CAN_BUS certified..
OBD2 is a USA invented standard and works on all cars here 96up
but CAN_ bus was added later, each tool maker added it , as late as 2008, some were slow. 2004 is better year to do it but many did not.
All do now. modern tools not old NOS (new old stock tools)
ABS and SRS is a totally other story.

the original Innova 3100, (old) fails on most new cars, lacks can-bus
they kept the name 3100 and added a letter to the end that fixes this problem. but is newer tool, (no free upgrade)
t reset the tool, unplug it from car.
remove all tool batteries for 15min and put back./
the tool does not lock up to any car it is just a passive receive only scanner, it can not transmit and exercises cars devices..
id does allow reading all engine sensors live, PIDs or some transmissions..
Innova pretends their oldest tool 3100, (ver0) dose not exist, they have zero info or support on their old tools.. 3100G,F,J,"SR" and up yes.
yes the told has CARS PCM DTC reset button and does work , but not if CAN_bus not supported in the tool.
