With a new starter and battery and good cables, if the engine will hardly move, it sounds like the engine may be locked up. This can happen if the engine loses all lubrication (oil) or severely overheats. Check your dipstick and coolant levels. You may have to replace the engine.

The regulator is bad. Stretched cables, worn gears. You would have to remove the column bezels and the headliners to access the sun roof window. Replace the whole thing as you can't buy one without the other.

There are traffic alert tones from the Mytouch Navigation. They even have an Alarm clock and interval Alert (every selected minutes). Could be a mileage count to tone after each passing mile.

I think you are getting a rotten egg smell,not natural gas. I would check for exhaust leaks from the catalytic converter for starters. Have you checked the grill at the base of the windshield and on top of the firewall? folks have been known to drop eggs down there as a prank.
