1996 Regal GS 2door drivers side floor gets wet after a rain.
Body leaks can be a nightmare to find as the ingress point is sometimes well away from the wet spots.
Door seal, sun roof, sun roof drain(s) and windscreen are the most common ingress points though sometimes a blocked heater drain can cause a flood especially if the car is not parked on level ground.

There are bulletins for this. Do ohms test on heating element. The bulletin mentions a couple of codes, B2425 and B2430. The bulletin mentions modules were replaced as a fix and nothing wrong with modules.

If you have a test light we can narrow this one down.
Turn the ignition to the "run" position.
With the cigar element removed, ground your test light, make sure it is a good clean ground, no paint or plastic, carefully stick the tip of the test light probe into the lighter housing (DO NOT TOUCH THE SIDES OF THE HOUSING, your fuse will blow) and touch the center contact tip of the housing, the light should illuminate if there is power to the housing.

Are you asking how to clear the check engine light?
Buy a cheap code reader ( $20 ) plug it in the OBD2 port which has to be no more than 3 feet from the steering column and clear the code(s).
If the check engine light comes right back on after you have cleared the code(s),read the code(s) and correct the problem(s).
Left turn noise rubbing wheel
If those are not the original tires then the issue is related to that. The wheel bearing or tie rod is not likely. We need more info about what the sound resembles and if there are any other symptoms.
Speedometer needle bounce when turn signal is on.
The speedometer sensor - VSS - vehicle speed sensor is a input to the PCM - powertrain control module -engine computer . The signal from the PCM to the instrument cluster for speed info. is sent on a serial data communication network (class 2 ) I would think it would be an instrument cluster problem . Get a used one from a auto salvage yard 15 - 20 bucks an see if it fixes it . If it does ,send your's out an have it repaired .
My 98 Regal keep blowing the ignition fuse
Is it the 30A MaxiFuse marked IGN 1 or the 60A MaxiFuse marked IGN 2 from the underhood fuse block that blows, or a different fuse? Maybe the 10A IGN 0 fuse in the fuse block?
