The tail lights have a special connector for the wires - if it got yanked out when you have accessed the rear of the unit to install the new bulb they will not work at all.
Go back there and check all the wire connectors. While you are there check the integrity of the wires themselves at the place where they pass from the gate to the body.

Use vise grips and grasp wire to release then install new cable.

If you smell it driving it is at he engine some where. If you smell after you get out, most like in the EVAP system. Look for leaks...

havew the service done by an accredited service shop and when it is done thy will use a scanner to reset the system for you.
