Can anyone please help me.i have the 1.6 gls j2 elantra.the car is using alot of fuel.what should i do to better the fuel usage?

First....Do you keep regular maintenance up on the car? For example do you have the oil changed regularly? There are a host of things that should be done to keep fuel mileage to its best. Tire inflation to proper settings (look on the door jam drivers door. a sticker will tell you proper PSI for your cars tires) Fuel filter change , air filter change, PCV valve, tune up, are all things that need to be done to keep your car running at its best. What mileage are you getting now? How many miles are on the car now?

I have a 2013 Elantra and it is -20 c and tried to start the car. Lots of power everything turns on. But I have a single click and the car won't start is that my starter.

Most likely the battery has insufficient charge to turn over the starter motor. If you can start the car by jump starting from the battery in another vehicle then you know your battery is the problem. In that event it needs to be recharged or replaced if it will no longer hold power. It is probably the original battery in the car and typically these can give trouble in anything from 3 - 5 years depending on quality and a range of other factors.
