New battery, new starter relay, checked starter its good. now what??
If the car is turning over and not starting or is it dead at the key nothing!! If it turns over but not starting check for spark at the plugs at least one if there is none check fuel pump sometimes if there's no spark the fuel pump will not pump its a safety thing so the engine won't fill /flood with gas other thing is timing chain / belt but I think if its a intripid 3.3 its a chain hard fix most places will say junk it because of the high labour cost but it can be done by yourself if done one same thing no fire timing chain broke

Here is a post I found that worked for my 2005 caravan.
For a
2001 Dodge Caravan: The owner's manual is vague, only stating that all
fuses are under the hood in the fuse box, no diagrams. Once you have
removed the fusebox cover, the diagrams for what each fuse does is
provided under the lid. UNCLEARLY marked is the radio fuse, a 20amp
fuse located 2nd row from top to the right of the accessory relay. It
is marked: RDO/IP IGN.

even a new battery must be charged up
seems the key switch is hacked up or last owner had 25lb key ring and wrecked it easy..
battery dischareged
4 lugs on battery cables, loose or rusty lugs.
fuse blown.
PRNDL switch is bad, or wires to it cut.
ignition switch bad.
use a schematic and voltmeter to find where t fails.
easy. use a meter.
no engine told size.
seem to me key switch is bad so replace it. (no IMMO on car)
