If it is blowing when you start the car, the problem is still with the starter. If it is blowing while the car is running, you will need to get a wiring diagram (try Alldatadiy.com) and check each device wired to that fuse.
Testing needs to be done to know for sure , we would only be guessing if we mentioned any part or system as being the problem . Rather then guessing take the vehicle to a qualified repair shop an have diagnostic's done . Viewing scan data on a professional type scan tool , looking at fuel and ignition systems data parameters . Where are the fuel trims at,short an long term ? +or - 5% are the O2 sensors switching normally ? What's the MFS sensor showing ?

Check volts at starter motor, if they are ok buy a new starter.(Unless of course you mean the car turns over but won't start, but your question is vaguely written)
Add coolant to the plastic overflow tank to the full line. don't need to remove radiator cap to add coolant. if you want to take off the radiator cap, push down hard & turn to the left.
