It may be a bad speedometer head/instrument panel if everything else has been checked/replaced
It certainly would be the item I would look into at my shop.

On many Toyota's the signal from the speed sensor goes to the instrument cluster first and then it is changed to a digital signal by the cluster and sent to the ECM. I wonder if they checked the speed signal with a scan tool. This would access the signal at the ECM and should prove this.
This signal would also be sent to the ABS module so it may be the next step.

Hi! I strongly suggest that you check on the PCM (powertrain control module). Since it's electrcal related, this is the best way to start for the pcm has connectivity on all electrical current that runs inside which includes the engine, transmission, accessories, etc. Try a PCM swap and you'll be good. this is caused by a bad starter, i would also check to make sure the battery connections are clean and tight, this is common on forgein cars, you get a click and as you kepp cycling the key it makes the connection inside the starter and starts, 99% of the time its a bad starter it will get to a point soon where it doesnt start anymore and you will get stuck. hope this is helpful.

Turn the engine off with the odometer reading showing (not either of the trip indicators). "Turn the ignition switch is set ON while holding down the trip meter reset knob". Some language, eh? "Hold down the knob for at least 5 seconds. The odometer indicates 000000 and the light will go off.
