Unlikely to be a fuse blown. Doesn't your Discovery have Daytime Running Lights? If so the right side might be a blown fuse. If the rear lights are on, that mean you have the nighttime lights on. My mother worked at Land Rover in Solihull for 12 years. :>)

You can't bypass anti theft systems especially on a high end vehicle like a Freelander. Usually people check everything, change the thermostat and forget to check if the cooling fans work? The other possibility is that the water pump is failing. The simplest thing would be if there is a big air lock in the system and the water isn't circulating properly. No heat coming out of vents is a symptom of that because the heater core is high up in the system behind the dash. Read this Tip I wrote. The 7e8 code is a general code for the Fuel Tank Pressure System and is not a specific diagnostic trouble code. Get the vehicle scanned with an OBD2 diagnostic scanner to check for Trouble Codes. These will give better clues as to what's causing this issue. Comment with the codes and I'll try to help you more. If you have to pay for the scan ask at 4 or 5 different places as prices can be VERY different. On the starting issue have you checked the Battery? A flat, low or old battery can cause starter motors to struggle. Sometimes it is as easy as that. Is it a single click or a faster repeating click? Is it a loud or a quiet click? A single, quiet click could be the starter relay in the fuse box. A louder single click could be an issue with the starter solenoid or it's connection to the starter motor. A loud, fast, repeating click could be the starter motor itself.

It does sound like the suspension sensor module is throwing an error, when that happens it is putting your vehicle into get you home mode, ie it will limit your revs in every gear to protect itself. Find an independent garage that fixes Landrovers and it might just be a cheap sensor change, or even a dodgy earth .
