The origin of the leak may be oil spilled form the Valve cover gasket job. With a warm, not hot engine, spray with degreaser and hose off the oil and cleaner. Leave to dry. Run car for a couple of days and check again.
Yes replacing the gasket should fix it as long as it isn't warped. Civics tend to get thrashed by young drivers, so you may need to get the head skimmed at a machine shop.

we inspect every inch first. for lots of things.short list 101
- no leaks Dot3/4
- pistons not seized in say calipers.
- clipper slider pins not seized,
- wheel bearings not bad. oops
- rotors not cracked , not warped or too thin.
- new pads. sure.
- check suspension part for too loose and like he danger of ball joints bad or near failure, tie rod ends of any kind.
- shock;/struts not bad.
- OMG tires bald or wore,budges or de-lamination. etc.
- bent parts all there. or cracks there, all that. there.
the job is first inspection not just throwing parts.
all this is possible danger if bad. ever have ball joint fail at 60mph?
or cracked rotor lock up at speed.

You have either an external (wiring/grounding) or internal (component) problem. A couple of things come to mind that could cause the freezing - received RF signals get interupted (loose antenna connection somewhere), or internal component failure (such as a component in the radio overheating). If internal, you will probably have to replace the radio, as it would be cheaper than trying to repair it.
