Check your EVAP can. Aka charcoal canister. Located near the PCM on the top passenger side of the engine compartment. It's a small little black cylinder with one 13mm (I think) bolt holding it upright.

When you have air in the system, the heater core doesn't fill with coolant and doesn't circulate. You may have contaminated brake fluid. The fluid gets too hot, caused the fluid to expand and lock up your brakes. once it cools it will allow you to move. Flush the brake system, start at the wheel farthest from the master cylinder and bleed the system until all the old dirty fluid is out. Just allow it to gravity bleed, don't waste your time doing the pump and release method. It only gives your buddy a sore foot and if you miscue you **** air back into the line.

Are you referring to the sensor for the outside temperature? On your Caravan it is mounted behind the front bumper on the metal cross member, under the radiator.
