when an ac unit that is working well in the cooler parts of the day but fails when it is hot , it is indicated that there is excessive gas in the system
ac gas is not added by the can but by reading the pressure on 2 gauges
one connected to the inlet side of the compressor and the other to the high pressure side of the compressor ( there are forums where gas has been added by the can that has resulted in hose failure and compressor damage)
it works like this ac liquid gas is released in to a low pressure area in the evaporator ( under the dash) and the heat of the car boils the liquid off. That makes the air cold
the gas is then sucked in by the compressor and converted back to a liquid in the condensor in front of the radiator
there the heat from the compression of the gas is removed by the condenser fan and the liquid is then sent back to the evaporator
If you have excessive gas in the system it cannot be compressed back to a liquid (too much heat in the gas to transfer to the air)and so the high pressure side safety switch turns the compressor off to prevent damage
hence no cooling in the hottest part of the day
as to you statement about the amount of water on the road
If the humidity is 14-20 % there is very little water vapor in the air for the evaporator to remove and so there will be little water separated from the air in the car
AC units cool the air in a car by removing the water vapor (humidity) from the air in the car ( humidity is what makes you sweat and feel uncomfortable as you will know when it is 80% or higher )
using an a c along with the heater ( climate control) is the quickest to defog a windscreen
So have the ac tested for correct pressure by a professional accredited ac shop
May want to first check the wiring harness that runs along the inside of the door hinge to the body. With time, this harness experiences cracked and broken wiring to the window switch.
If wiring is good, may want to check fuse and other wiring behind the fuse panel for wear.
remove the fuel cap if the engine keeps running then your vent pipe for the tank is blocked or you have not fitted this back on when fitting the new tank. the vent tank has a sensor that regulates the volume of air into the take if its not connected the fuel will not flow properly.
Did you pull a vacuum on the system before charging? Disconnect the blend door actuator and turn it by hand. These aren't known for having stuck blend doors.
It's probably a ground issue ,looking at wiring diagrams to see what these all have in common would be the first place to start ! Do you know anything about automotive electrical systems an circuits ? How to read a wiring diagram ? Under system click body & accessories , then under subsystem click on the thing's your having problems with ,like wiper / washers . Then click the search button ,then the blue links . In the first diagram you will see a couple of relays for the wipers ,, plus they are located in the intergrated power module . Also in that box you will see the front control module . These are all computer controlled systems . Having a scan tool that can check codes in this modules would be a first step to take . Having a repair manual from alldata would be a good thing to have , it would show all ground locations . Also how to take thing's apart to get at them . Some grounds maybe behind the insturment panel or behind kick panels etc.... This would show all that !

your clue that it is ridiculously hot indicates that the problem is in the climate control module
it indicates that it is cycling the thermostat or you have a faulty thermostat that is cycling the climate control module
take it to an accredited ac specialist shop for a proper diagnosis

My info says the horn switch is molded into the airbag module. You can't service the horn switch separately. You would have to replace the air bag module, if the horn switch is the problem? Air-bags can be dangerous, safety is your responsibility.
The wire going to horn switch is a ground for horn relay, it might be possible to use external horn button to sound the horn. That probably isn't very professional. Be careful with air bag.
you could try tapping on the gas tank with a rubber mallet I have found sometimes this knocks a stuck sending unit back working again (rubber) mallet ! this is not fun to change, but is fairly inexpensive and a battery reboot might be in order as sometimes it can be the BCM making a fuss

Might be speed sensor or fuse. very strange problem, but it is probably diagnostic hint that engineered to let you know there is a particular trbl in electrical sys,.. check a manual or dealer.
