Where is the fuse to the horn located on a 1999 town and country van
I had a 1999 Dodge Grand Caravan in '99. The same van with fewer bells and whistles than yours. It's been a while but if it isn't under the dash in the fuse block on the driver's side, it is in the rectangular black fuse block with the snap off lid under the hood on the driver's side. Good luck.

If unlocking and locking door does nothing locate (ECU) fuse, (Main) fuse, and (IOD) fuse. If so pull fuses turn key to on position do not start, wait 3 to 5 minutes install fuses and try starting. Please also check battery connections for clean and secure.

I would first check the Freon - is it up to pressure
Take belt off and see if compressor turns freely
Then check the Freon pressure switch - temporarily jumper see if it comes on - don't leave it run long - just temp test
Don't et the new compressor fool your thinking. Start from the beginning again
