Based on the description from the Advanced AutoParts website, you should check the engine for the sensor. I would use a picture of the sensor to guide you in locating it around the engine area of your Buick. The item looks like a magnifying glass with no glass with bronze colored piece that lays within a black circle. You'll see what I'm talking about when you run it's name in a search engine image search.

Just about every GM in 94-95 is plagued by the "transitional" OBD 1.5.
You will need a scanner capable of this feat, that can also plug in to the ALDL connector. '94 Regal is also using the ALDL Data port. 93 is the last year of being able to use the paper clip trick to get codes out of it.
use an Actron CP 9145 with a CP 9127 cable to get it. You'll be pulling OBD 2 codes from it

Fuses and relays are two completely different things. Relays don't normally have a fuse built into them. Is this the horn fuse or the horn relay your referring to?
If it is the Relay, (a Small, square, black plastic block), take it to a good auto parts store and they be able to give you the correct one. The car will run normally without it.
If it is the fuse, ( a flat, coloured piece of Plastic with two metal 'ears'), they are usually marked with the amp rating as a number and the letter A. They are also usually colour coded having certain Amp ratings as certain colour. It is often a 15A fuse, possibly a blue one.
