If your HS400ATV is not powering up even with a fully charged battery and you've already replaced the ignition switch, there may indeed be another module or component that could be causing the issue. Here are a few possibilities to consider:
1. Main Fuse: Check the main fuse for the ATV. It is typically located near the battery or within the fuse box. Ensure that the fuse is not blown and is making proper contact. A blown main fuse can prevent power from reaching the ignition switch and other electrical components.
2. Starter Solenoid: The starter solenoid is responsible for engaging the starter motor when you turn the ignition key. If the solenoid is faulty or not functioning correctly, it can prevent the ATV from powering up. Inspect the solenoid for any signs of damage or loose connections. Consider testing the solenoid or replacing it if necessary.
3. Kill Switch/Safety Interlock: Check if there is a kill switch or safety interlock feature on your ATV. These safety mechanisms are designed to prevent the ATV from starting under certain conditions, such as when the brakes are not engaged or if the ATV is not in neutral. Make sure these switches are in the correct position and functioning properly.
4. Wiring and Connectors: Inspect the wiring harness and connectors for any loose, damaged, or corroded connections. Pay close attention to the connections between the battery, ignition switch, and any other modules or components. Clean and tighten any loose connections, and repair or replace any damaged wiring or connectors.
5. Electronic Control Module (ECM): The ECM or other control modules could be a potential source of the issue. These modules control various electrical functions in the ATV. However, diagnosing and testing these modules often requires specialized tools and knowledge. It may be best to consult a professional ATV mechanic or an authorized dealer who can properly diagnose and test the modules if needed.
If you've checked these possibilities and the issue still persists, it is recommended to seek professional assistance. They will have the expertise and equipment necessary to diagnose and resolve electrical issues specific to your HS400ATV.
SOURCE: ignition switch won't turn with key-so won't start
The good news is, I don't see how your checking the fuse for the lighter could have anything to do w/ your ignition switch troubles, so here are some questions: U say the switch won't turn on, do u mean it won't turn to start the engine, or it turns, but the engine won't crank over? were u having any trouble removing, inserting, or turning the key before it wouldn't turn?(if the problem is not being able to turn the key after inserting). 2 things, Make sure the honda is in Park (auto trans). W/ a car this old, it is quite possible wear and tear over the years have caused the trans shifter to occasionally not quite engage in park position, which would not allow u to turn the key in the ignition. Next, check to see that the steering wheel position isn't causing the problem. Insert key in ignition, try to turn steering wheel slightly left, then right while attempting to turn the key. If car is parked w slight pressure on wheel in either direction, u won't be able to turn the key. I think if u could remove the battery, u should bring it to a parts store where most will give u a free check of the battery (even though it's new) and I think u will find it needs to be charged, as you determined by lights coming on slowly. So 1st try the above to turn the key in the ignition, check (or charge if u have a charger) the battery, let me know what u find, and we can continue from there (u may have something draining the battery).

I noticed you replace the crankshaft sensor, but not the CAMshaft sensor.
The Ignition module takes the input of both sensors to tell the coil when to energize.
This sensor should come up as an error code when you attach a obd reader.
Even if your light is not on - there may be a code. If it is not your vehicle originally, some people pull the bulb!

sounds to me like you better find another dealer or possibly an auto electric dealer they should have done it right the first time

Hi, I will keep this short, but just a tip on the tester they use, I had one bench tested and it showed up it was good and the built in regulator was good also. Put it in the auto along with a $75 battery, and the discharge light was still on!!. So, I checked all of the charging circuit wiring finding nothing wrong, and put a rebuilt alternator on. Took care of my problem, the alternator was intermittent, sometimes charging when they checked it at Auto-Zone, but stopped putting out when I put it back on the car. I lived 16 miles from the auto store, so it was a pain going back and forth, plus the cost of gas!! I would change it out if you can at this time. I am sure this is what is going on if all looks good under the hood as far as wiring. Check to see if you have the 75 amp alternator fuse under hood also. It may be gone. Make sure the hot cable to the alternator and wiring plug is OK. Change it out and you will be good!
Sincerely,

Please keep me posted on the out come and don't forget to rate me :))
