On my 4 wheeler if I raise the front wheels off the ground and with the 4 wheel drive engaged you should not be able to turn the front tires two revolutions. You need to be more specific as to what you are trying to do because there are other electrical things that can be checked. Like if the 4 wheel drive will not engage. Previous test is only to see if the front end is engaged in 4 wheel drive.
You have a faulty switch, or it has corrosion in it, moving the switch through it's full travel rapidly for a while to clean the inner contacts may cure the problem, or try disconnecting the switch.
