If you can provide make, model, engine size and year I can narrow it down. There's a few different things it could be. Sometimes if they idle too high it won't allow you to shift into gear - or possibly a computer issue depending on your make, model. Often, it mean that the clutch stay engage. Now the question can be, is the idle to high for the clutch to disengage while at idle? you might try to reduce the idle speed by turning eather the nob on carburator or the ajustement on the cable.
then if the idle is very low and the clutch still engage (that is why you can not shift) you migh want to check at the clutch and see if it is not stuck.
that a problem with shift fork ,if you want a qite fixs just a friend to gab the handelbars n pull n push bake n forth wile u r setinjg on youer quad n push dound with a sharp dound ward movment like you ware trying to put it 2 gaer this will free up you clutch n let you know for sure that it is you fork
