what is it doing? you said starting. like is it not cranking over? because you mentioned the charging system.
or is it not firing up when it cranks over? because you also mentioned starting system.
Hey Dave, will the starter turn the engine over at all?? Just because the battery is showing 12V+ does not mean it has any amperage (amperage is what starts your engine - NOT voltage)
Your battery may be getting old... take it to O'Reilly's, AutoZone, or your local battery shop and have the CCA (Cold Cranking Amps) checked, then you will know the real condition of your battery.
Once you do this, if it still won't crank, reply back to me on here.
Have your batteries CCA checked.. (Cold Cranking Amps).. take it to a battery shop or autozone or Oreilly's.. they can check it..this is what makes your engine crank..NOT voltage.... and how do you know the starter is good?..
I would say based on information that the ignition switch is faulty, worn, or broken and would need to be replaced. Just to double check , it should remain in the acc position and not go back, doubt it would be financially or otherwise attempt to do a repair.

If you ever need to rewind a un coiled pullstart spring. ... ( NEW VERSION ) How to Rewind and Replace Recoil Starter Spring - Duration: 3:53.
Hey Randy,
Sounds like the battery needs to be replaced. Take the battery to O'Reilly, Autozone, Advance Auto and have the CCA, (Cold Cranking Amps) checked..(load test).. this will tell you whether the battery is good or not. When you get a new battery.. make sure the connections are clean and tight..put a little heavy grease on the connections to prevent corrosion. This should fix your problem.
