The focussing wheels are in the middle of the hinged mount - rotate them until the image is in focus.

I hate those 'direction' arrows. I usually end up ignoring the arrows and moving it however it takes to get what I want. Raising the crosshairs will cause you to have to point lower to make the round hit on target.

Why not consult the store where you bought them ?
