Try pressing the ON button and tapping the Volume button several times. This should reset tour device. If it doesn't work the first time, just try it again. You will see it when your device comes back on.

Seems could be damaged/deleted libcamera library or problem with camera app.Try to install other camera app, if the problem persist, try to fix permissions, if still persist. Try to reflash ROM.
